If you live in the UK, any service shop would be able to tell you. Since we don't have them in America, I have no idea how they turn on. I would imagine that they would have a separate switch. The simplest way to do it would be to have it controlled by a switch near the dash, definitely with a fuse in the line.

It will be best if you take it to the service shop nearby especially if you're not knowledgeable about installing fog lights. You can consult tutorials on the internet as well if you really want to do it.

If you mean a basic fog light to pass the mot I'm in the process of figuring best way myself. I reckon take out the driverside reverse light, put in an equivalent red bulb, cut the live wire to connector and wire it to a switch at the front. It will not be connected to the side lights but will work independently which is OK for mot I think. Make sure 3 way switch with led.

Use a mini blade fuse piggy back into the 12v cigarette circuit for supply and earth to body.
