I find that hard to believe that a car that runs 8.2 0-60 can run 23 seconds down the quarter. Other reviews state that it's about 9.2 0-60, and finishes the quarter in the 17 second range.
a car that runs 0-60 in 8.2 should finish the quarter in about the 16 second range.

That may be, but the original numbers may be right if it truly reflects how fast it climbs after it reaches 60.
