Splash guard full of sand

I just removed one splash guard and it was full of sand.I then removed the other three and they were all full.I live in the city and very seldom are on dirt roads.I think that the tire pushes it up from the bottom thru the drain slot rather than the sand draining down from inside the fender well. My cube has 40k miles.My neighbor suggested filling it with spray foam and trimming the foam to shape.Has anyone else noticed this problem?

Well my 2010 cubes only got 5000 miles on the clock and I found a lot of Sand/dirt on top of the arch liner which looks like its being pushed up through gaps.
Must be a common problem then. I checked my fuse box which is clean but will seal it better as I'm sure I've read that someone's had an issue with water getting in
I'd say seal up all around but with nothing permanent.

I will put a bead of silicon inside the wheel wells around the top of the splash guards to stop the sand from coming in from the inside and shoot waer up through the drain slots on the bottom to keep them flushed out,

I always wash them after one week and I think you do this then you will never see this problem. You don't need to wash the complete car, you can just wash the splash guards, you can wash them after two or three days as you are saying that you are drive on dirt roads.
